Dry skin occurs when the skin doesn't produce enough natural oils (sebum) to maintain proper moisture levels. Factors contributing to dry skin are genetics, ageing, harsh weather conditions, use of harsh skincare products etc. So it could very well be that your skin is both oily and dehydrated at the same time. That’s why dry skin may benefit from moisturisers that provide oil, while dehydrated skin needs products that increase water content.
